Do conservatives deliberately want to keep Unemployment high so they can have an excuse to cut Public Welfare?

nonsense, The unemployment rate under bush was 4.7% and under obama is has soured to a massive 9%. That's not even the whole percentage, they started only adding NEW unemployed to the percent, so those who are "terminally unemployed" (meaning they have been unemployed for so long there is no hope) are taken out, making the number sound nicer, its realy in the double digits. I don't think you can argue that Conservatives did this.
