Do I have an ingrown hair?

So a couple days ago I noticed a red bump on my penis shaft. Its kind of hard and not painful or itchy unless i touch it. I'm 17 and have never had sex so I know it's not an STD. I did shave down there a couple months ago so could it be an ingrown hair? If so how do iget rid of it without having to go to the Dr.? Please help! Thanks
